Admin area – -> Settings –> Writing –>At the bottom of the page is your ping list – just paste it in there. If you have some in there already that you’d like to keep, just compare it to yours.

The list is too big for me and chances r there that you end up pinging one site many times n getting banned b’coz multi pinger sites like pingomatic.com automatically ping many other sites in the list.
I don’t think you would be overly penalized at all because if were true anyone could make someone else’s site reduce rank.
